Lisa Billy (b. February 21, 1967) is a Republican member of the Oklahoma House of Representatives. She has represented District 42 since 2004. She is currently an Assistant Majority Floor Leader and served as a legislator for the Chickasaw Nation from 1997 to 2002.

Billy earned her Bachelor Degree in Business and Fine Arts from Northeastern State University and her Master's Degree in Education from the University of Oklahoma. She and her husband, Phillip, have three children: Marshall, Nahinli and Anoli.
