A Long Beach Civil Service Reform, Measure GG ballot proposition was on the November 2, 2010 ballot for voters in the City of Long Beach in Los Angeles County. It was defeated.[1]

Measure GG was a proposed amendment to the Long Beach City Charter. The amendment would have transferred certain powers from the Civil Service Commission to the City Manager. Powers that would have been transferred include:

  • Examination and certification for employment
  • Creation of classifications
  • Maintenance of eligibility lists
  • Appointment and management of a professional staff.[2]

Measure GG was proposed by Long Beach City Manager Pat West. City Auditor Laura Doud supported it, as did Director of Human Resources Debbie Mills and Fire Chief Alan Patalano.[3]

Arguments in favor

  • It would have allowed the City of Long Beach to merge two similar City departments.
  • This would have saved the city about $400,000/year by eliminating duplication.[2]

Former Vice-Mayor Doris Topsy-Elvord and retired Police Commander Charles Parks opposed Measure GG.

Arguments against

An argument made against Measure GG was that it would diminish the role of the Civil Service Commission’s role.[2]
