Louisiana Sentencing Guidelines, Amendment 1 (1999)

Louisiana Amendment 1 (General) would provide that the governor may not commute sentences or pardon persons convicted of offenses against the state without a favorable recommendation by the board of pardons. It was on the November 7, 1999 election ballot in Louisiana where it passed, with 57% of voters in favor.

Text of measure
The language that appeared on the ballot:
To provide that the governor may not commute sentences, pardon persons convicted of offenses against the state, and remit fines and forfeitures imposed for such offenses without a favorable recommendation by the board of pardons. [Amends Article IV, Section 5(E)(1)]
