Luis Arroyo (b. June 13, 1954) is a Democratic member of the Illinois House of Representatives, representing District 3 since he was appointed in 2006.

Arroyo is the owner of Arroyo's Restaurant.

He is a member of the International Union of Bricklayers and Allied Craftworkers, is a Poetas Baseball League Sponsor, and member of the Young Men's Christian Association.[1]
