Hillyard is a past chair of the Cache County Republican Party. He served in the Utah State House of Representatives from 1980 to 1984. He was the Senate Assistant Majority Whip in 1995.
Hillyard has worked as partner for Hillyard, Anderson, and Olsen since 1967.
Hillyard earned his BS from Utah State University in 1965. He went on to receive his JD from the University of Utah in 1967.
