Prior to joining the Senate, Koenen was a member of the Minnesota House of Representatives. He represented District 20B from 2003 to 2012.
Koenen worked as a milk truck driver from 1998-2000. He has also been a school bus driver and dairy farmer. Koenen serves as co-chair of the Chippewa Farmers Union. He is married and has 4 children.[3]

He won re-election in District 17 for the Minnesota State Senate. Koenen defeated Larry D. Rice in the Democratic primary on August 14 and defeated Joe Gimse (R) in the general election on November 6, 2012.[4]

Special
Koenen defeated Gregg Kulberg (R) and Leon Greenslit (I) in the April 10 special election. He defeated John Schultz in the March 27 primary.[5][6]
2010
Koenen won re-election to the District 20B Seat in 2010. He had no primary opposition. He defeated Brian Kohout (R) in the general election on November 2, 2010.[7]
