This measure sought to allow the city to exempt new or expanding businesses' property taxes in order to help promote growth and job creation in the city.[2] The city will be able to exempt up to 100 percent of new businesses' property taxes for a period up to ten years. The goal was to provide new jobs for local residents.[3]
