Incumbent Mike Michaud (D) won re-election to the U.S. House of Representatives on November 6, 2012.[1]

Primary: Maine has a closed primary system, in which the selection of a party's candidates in an election is limited to registered party members.
Voter registration: There is no deadline for in-person voter registration, but the cut-off for registration by mail is October 16.[2]

Incumbent: Heading into the election the incumbent was Mike Michaud (D), who was first elected in 2002. He won re-election on November 6, 2012.
This was the first election using new district maps based on 2010 Census data. Maine's 2nd congressional district encompassed the entire northern portion of the state north of the Portland and Augusta.[3]

District partisanship
FairVote's Monopoly Politics 2012 study

In 2012, FairVote did a study on partisanship in the congressional districts, giving each a percentage ranking (D/R) based on the new 2012 maps and comparing that to the old 2010 maps. Maine's 2nd District partisan breakdown did not change because of redistricting.[9]

Cook Political Report's PVI
In 2012, Cook Political Report released its updated figures on the Partisan Voter Index, which measures each congressional district's partisanship relative to the rest of the country. Maine's 2nd congressional district has a PVI of D+3, which is the 169th most Democratic district in the country. In 2008, this district was won by Barack Obama (D), 55-45 percent over John McCain (R). In 2004, John Kerry (D) won the district 52-48 percent over George W. Bush (R).[10]
Race Background
Incumbent Mike Michaud first defeated Kevin Raye in the 2002 election for Maine's 2nd congressional district. He won by only four percent of the vote. Since then, Raye has served as a state senator for eight years, during which he was the senate president for two years. Michaud admitted that this makes his opponent more competitive, but cited his own eight year incumbency in the 2nd district's house seat as giving him the edge.[11]
Republican challenger Kevin Raye was included in the National Republican Congressional Committee's Young Guns program. The program highlighted challengers who represent the GOP's best chances to pick up congressional seats in the general election.[12]

On November 2, 2010, Michaud won re-election to the United States House of Representatives. He defeated Jason J. Levesque (R) in the general election.[27]
