The ballot language read as follows:[2]
Do you favor a $9,750,000 bond issue to invest in land conservation and working waterfront preservation and to preserve parks to be matched by $9,250,000 in federal and other funds?

- The Maine Campus supported Question 3. In an editorial, the board said, "Clearly, the problem here is hardly the borrowing of the expenses, but rather what it is you are borrowing for. So when faced with the ballot and two smooth-talking, pricey bonds on election day, go for the favorite for all of Maine and leave the other out of the franchise. Vote no on Question 2 and yes on Question 3 and enjoy the natural Maine you’ve grown to love."[3]
- Brunswick's The Time Record supported Question 3. The editorial board said, "Approving Question 3’s $9.75 million bond would trigger matching funds of $9.25 million from the federal government and other sources. We think it’s money well spent."[4]
Path to the ballot
To place the proposal on the ballot, the measure was required to receive at least a two-thirds vote in both the House and Senate. The measure was approved by the Maine Legislature and signed by the Governor on April 12, 2010, thus certifying it for the 2010 ballot.[5]
