The Maine Clearcutting Ban Versus Sustainable Forest Management Practices Initiative, also known as Question 2, was on the November 5, 1996 ballot in Maine as an indirect initiated state statute, where the legislative competing measure, Option 2B was approved. The measure asked voters to choose between three options:[1][2][3]

  • Option 2A Citizen Initiative: Bans clearcutting and other new logging standards
  • Option 2B Competing Measure: Promotes sustainable forest management by making Compact for Maine's Forests law
  • Option 2C: Against options 2A and 2B

Because Option 2B did not receive more than half of the vote, it was resubmitted a single option to voters in 1997, where it was defeated.

In a three-way contest like this one, Maine's constitution requires that one of the options receive more than half of the votes to be approved and enacted. If no option succeeds in securing this, the measure receiving the majority is voted upon by itself at the next statewide election to be held no less than 60 days after the first vote. This was the case for Option 2B, as it only received 47.35 percent of the vote. It was placed on the November 4, 1997 ballot, where it was ultimately defeated.
