The Maine Recycling and Solid Waste Landfill Clean Up and Closures Bond Issue, also known as Question 6, was on the November 5, 1991 ballot in Maine as a legislatively-referred bond question, where it was defeated.[1] The measure would have issued $10 million in bonds to fund grants and loans to municipalities and regional associations for purchasing recycling equipment and facilities, as well as cleaning up and closing solid waste landfills that posed a hazard to public health and ground water quality. Specifically, $2.1 million would have gone to site evaluation and planning, $2.9 million to municipal implementation grants and $5 million for recycling facilities. The estimated interest on the bonds at 6.25 percent over 10 years was $3,437,500.[2][3]

Aftermath

Though this measure was defeated, the issue was approved the following June. A legislatively-referred bond question was approved that month which issued $10 million in bonds to fund loans and grants to municipalities and regional associations for purchasing recycling equipment and facilities and for the closure and remediation of municipal solid waste landfills.[1]
