SHALL THE TOWN OF MANALAPAN AMEND ITS CHARTER TO PROVIDE FOR TERM LIMITS FOR ITS ELECTED OFFICIALS. WHICH SHALL BE EFFECTIVE RETROACTIVELY FOR ALL SITTING ELECTED OFFICIALS. PROVIDING THAT NO PERSON MAY SERVE MORE THAN THREE (3) CONSECUTIVE TWO (2) YEAR TERMS IN ANY ONE ELECTED OFFICE (COMMISSIONER OR MAYOR) NOR MORE THAN FOUR (4) CONSECUTIVE TWO (2) YEAR TERMS IN ANY COMBINATION OF THE OFFICES OF COMMISSIONER AND MAYOR?
