McNeil earned her MFA and BFA in Art Education from the University of Cincinnati. She is a community activist, Teacher at Ferguson Florissant School, and a freelance artist.
McNeil serves on the Board of Trustees of Saint Louis Community College, and is a member of the League of Women Voters, Missouri National Education Association, Missouri Womens Network, National Art Education Association, National Organization for Women, and is Chair of the Missouri National Education Association.
