Biography
Higa was born in Hawaii and attended McKinley High School in Honolulu. She earned a BS in education from the University of Hawaii and a MEd from the University of Illinois-Champaign. Higa began her career in the auditor's office working as an assistant analyst. She has worked for the office for more than 40 years and served as deputy auditor immediately before assuming the department's top post.[1]
