Barker earned his BA in Criminal Justice and Organizational Leadership from Chapman University. He went on to receive his JD from Denver University College of Law.
Barker served in the United States Navy. He has also worked as an attorney for the Fourth Judicial District Attorney. From 1979 to 2003, he was employed by the Colorado Springs Police Department. He has been partner of Radabaugh, Barker & Callison Limited since 2004.
