Ouimet has served as president and chairman of the board on a bank, and Vice President, Chancellor and Chief Operating Officer of Northwood University. Mark has also served as the manager and fundraiser for Ann Arbor Chamber of Commerce, the Ypsilanti Chamber of Commerce, The Council of Chambers, Ele’s Place, Mott Children’s Hospital, Ann Arbor SPARK, the Red Cross of Washtenaw County, the United Way of Washtenaw County, and Ann Arbor Area Visitors and Convention Bureau, and the Washtenaw Economic Development Council.
Ouimet graduated from Northwood University with a Bachelor's Degree in Business Administration.

Ouimet won election to the District 52 Seat in 2010. He had no primary opposition. He defeated Christine Green (D) in the general election on November 2, 2010.
