Garcia was an Interpreter/Translator for Hotel Balboa in Madrid, Spain, and Torrejon Air Force Base in 1965. She then worked as Administrative Assistant for Raymond International, Morrison Knudson, Brown and Root, and JA Jones Construction in Saigon from 1966 to 1972. She was General Partner for Billy the Kid Gift Shop in Mesilla, New Mexico, from 1972 to 1980. She has been General Partner for Victoria's Nightclub in Las Cruces, New Mexico, since 1980.
Garcia earned her AA from the City College of San Francisco in 1957. She went on to earned her BIS from New Mexico State University in 1981. She then received her BA and MA in Anthropology from New Mexico State University in 1983 and 1985, respectively.

Garcia ran for re-election in 2012. She defeated Oscar Vasquez Butler in the June 5, 2012 Democratic primary and was defeated by Lee S. Cotter in the general election which took place on November 6, 2012.[1][2]
