Waters graduated from Greenville High School and then earned her B.A. at the University of Michigan. [1]

Waters ran in the 2012 election for the U.S. House, representing Michigan's 14th District. She was defeated by incumbent Gary Peters in the August 7 Democratic primary.[2]
