Question A was on the November 2, 2004 election ballot in Cecil County, where it was approved.

The official ballot question was, "The members of the Cecil County Board of Education are currently appointed by the Governor. This proposal would change the Education Code so that the members of the Cecil County Board of Education would be elected by the voters. Please indicate which method of selecting members of the Cecil County Board of Education you prefer.[1]
