The Massachusetts Biennial Legislative Sessions and Budgets Amendment, also known as Question 1, was on the November 8, 1938 ballot in Massachusetts as an indirect initiated constitutional amendment, where it was approved. The measure provided for biennial sessions of the state legislature and a biennial budget.[1]
