The Massachusetts Local Taxes and State Share of Education Expenses Act, also known as Question 3, was on the November 4, 1980 ballot in Massachusetts as a legislatively-referred constitutional amendment, where it was defeated. The measure would have limited certain state and local taxes and increased the state’s share of education costs.[1]
