The Massachusetts Restriction on State Allocating Certain Costs to Cities Amendment, also known as Question 5, was on the November 4, 1980 ballot in Massachusetts as a legislatively-referred constitutional amendment, where it was approved. The measure restricted state authority from placing certain costs on cities and towns.[1]
