This measure sought to change the county government to an executive form of government. This change would have allowed residents to vote for their county representatives as well as an executive who would run the day to day business. This measure was brought to the ballot through a petition drive by residents who wanted the ability to elect the chairman, rather than have the council choose. Supporters tried to get the county to place this issue on the ballot, but after repeated attempts failed they moved to a petition drive to qualify the issue on the ballot.
