Rubio was first elected in 2010. He formerly served on the Board of Supervisors of the Fifth District from 2004 to 2010.
Rubio attended Bakersfield College. He earned his bachelor's degree from the University of New Haven. He went on to complete the Senior Executives in State and Local Government program at the John F. Kennedy School of Government at Harvard University.

Personal
Rubio and his wife Dora have two daughters. His second daughter was born with Down syndrome. When Rubio resigned from the state senate in February 2013, he said, "I have realized that my current professional path has left little opportunity to be home for those who are most important to me, which is why I am making a change."[1]
