Morrissey was a representative with the Massachusetts House of Representatives from 1976-1992. He also has served on the Quincy Democratic City Committee.

Morrissey earned his Bachelors degree in 1976 from University of Massachusetts-Amherst and his MPA from Western New England College in 1981. In 1985, he earned his Juris Doctor from Suffolk University Law School.[1]
