Barkley was born in Oakland, California on October 27, 1945.[1]

Career

Barkley was in the U.S. Navy from 1964 to 1967.[1] Throughout his professional career, he worked as an accounting manager at Sierra Pacific Insurance, as a programmer-analyst at Insurnet and Pacific Bell, and is a published author.[1]
