The Missouri Early Voting Initiative may appear on the November 2010 ballot in the state of Missouri. The proposed measure was approved for circulation by Missouri Secretary of State Robin Carnahan on October 6, 2009. If the petition for the measure collects the required number of signatures to be put on the ballot, the question would ask voters whether or not the Missouri State Statutes should be amended to allow voters the option of casting ballots in person prior to an election date without an absentee ballot excuse requirement.[1]

Shall Missouri law be amended to:
- expand options for voters by allowing them to cast ballots in person prior to Election Day without the current absentee ballot excuse requirement; and
- make it illegal to cast such an early ballot and to vote at the polls for the same election?
Fiscal impact
According to the secretary of state's office, "It is estimated state governmental entities will incur costs of $1,167,450 in fiscal year 2012 (one-time costs of $705,000 and on-going costs for each federal election of $462,450). Local governmental entities may incur additional costs for non-federal elections and satellite voting sites depending on the decisions of the election authority."
Path to the ballot
The petition must be submitted to the Secretary of State's office by no later than 5 p.m. on May 2, 2010. The petition must contain 5% of all registered voters who voted in the 2008 governor's election from the six of the state's nine congressional districts.[1]
