The signature filing deadline for candidates wishing to run in these elections was March 27, 2012. The primary Election Day was August 7, 2012.[1]

Qualifications

To be eligible to serve in the Missouri House of Representatives, a candidate must be:[4]

  • At least 24 years of age
  • Qualified Missouri voter for two years before election
  • Resident of the district which he is chosen to represent for 1 year before election
  • Is not delinquent in the payment of any state income taxes, personal property taxes, real property taxes on the place of residence as stated in the declaration of candidacy
  • is not a past or present corporate officer of any fee office that owes any taxes to the state.
  • Has not been found guilty of or pled guilty to a felony or misdemeanor under the federal laws of the United States of America.
  • Has not been convicted of or found guilty of or pled guilty to a felony under the laws of Missouri.
  • In addition to any other penalties provided by law, no person may file for any office in a subsequent election until he or the treasurer of his existing candidate committee has filed all required campaign disclosure reports for all prior elections.

Impact of redistricting

Although Congressional districts in Missouri are drafted and passed by the Missouri State Legislature, the maps for the Missouri State Senate and the Missouri House of Representatives are drafted using a different process. There are two redistricting commissions, one for each chamber. For the Senate, the two parties that garnered the highest number of votes in the last gubernatorial election propose ten candidates each for a ten member commission. The governor then selects five names from each list. Then, party committees in Congressional districts select two members each from the same two political parties to serve on the commission, and the governor picks one from each party. Thus, the total commission membership adds up to 18 members. The House follows a similar selection process. Each commission must hold public hears and agree to a plan within six months. If the commission fails to do so, then appellate judges are appointed to finish the redistricting process.[5]

According to the U.S. Census Bureau, Missouri's population rose from 5.6 million in 2000 to 6.0 million in 2010. The major population centers were St. Louis and Kansas City, both of which showed significant suburban and urban sprawl toward the interior of the state. Kansas City grew by 4 percent while St. Louis's population continued to decline.[6]

The redistricting commission failed to meet the deadline for drafting a map, so the responsibility shifted to the judges after August 2011. The commission drafting the House plans completed their maps constitutionally, and the new plans are in effect for the 2012 elections. the new maps created 55 House districts with no incumbents and paired multiple incumbents together into 26 districts, causing a substantial shuffle in the plans of House members.[7]

The Missouri House of Representatives has been a term-limited state house since Missouri voters approved Amendment 12 in 1992. Amendment 12 created Section 8 of Article III of the Missouri Constitution, limiting members of the state house to 4 2-year terms. As with five other states, this is a lifetime limit. (Section 8 was later amended by Amendment 3 in 2002 so that it does not apply to partial terms.)

There were 25 state representatives terming out in 2012, or 15.3% of the 163 members of the chamber. Of them, 8 were Democratic and 17 were Republican.

In addition to the 25 Missouri state representatives who left office because of term limits, 9 Missouri state senators were also termed-out.
