Missouri Issue 2 (Primary) (1984) was a measure regarding Kansas City public improvement bonds. This measure was referred to the primary election ballot by the Missouri State Legislature. It failed with 41.4% of voters in favor.

Considered on August 7, 1984.
At request of two-thirds of property owners within special benefit district, Kansas City may, without voter approval, issue bonds to pay for public improvements within the district and levy tax on district property to repay bonds.
