The Missouri State Treasury Reserve Fund Amendment, also known as Amendment 3, was on the August 5, 1986 ballot in Missouri as a legislatively-referred constitutional amendment, where it was approved. The measure established a cash operating reserve fund in the state treasury. The measure also provided for transfer of moneys to and from the fund, and for investment of moneys not required for current operations.[1][2]
