The Missouri Signatures Required on Initiative Petitions Amendment, also known as Issue 4, was on the November 5, 1940 ballot in Missouri as an initiated constitutional amendment, where it was defeated.[1]

The measure would have amended Act. IV of the constitution to provide that the required number of signatures in initiative or referendum petitions be based on the vote for governor in the most recent gubernatorial election.[2]
