The Missouri State and Local Tax Limitations Amendment, also known as Amendment 5, was on the November 4, 1980 ballot in Missouri as an initiated constitutional amendment, where it was approved. The measure limited state taxes except for yearly adjustments based on income of all persons in Missouri. The measure also prohibited local tax increases without a popular vote.[1][2]
