Missouri Measure 11 (1982) was a measure regarding voting to incur bonded indebtedness. This measure was referred to the ballot by the Missouri State Legislature. It failed with 39.3% of voters in favor.
Text of the proposal
Voters in Clay, Jackson, Platte and St. Louis counties and St. Louis city, and in school districts and other local government areas within those counties may incur bonded indebtedness by a four-sevenths vote instead of two thirds. [1]
