The Missouri Administrative Regulations Amendment, also known as Amendment 2, was on the November 2, 1982 ballot in Missouri as a legislatively-referred constitutional amendment, where it was defeated. The measure would have authorized the legislature to invalidate administrative regulations. The measure also would have prohibited the change of laws by regulation, defines "state agency" and "regulation" and requires authority for regulation.[1][2]
