The Missouri Neighborhood Improvement Districts Amendment, also known as Amendment 2, was on the August 7, 1990 ballot in Missouri as a legislatively-referred constitutional amendment, where it was approved. The measure authorized the legislature to establish neighborhood improvement districts whereby residents of the district may vote to incur indebtedness to pay for public improvements.[1][2]
