The Modesto Sewer Extension Annexation Proposals, Measures A-E were on the November 3, 2009 ballot in Stanislaus County for voters in the City of Modesto. There were five separate ballot proposals. Each proposal was advisory only.[1]

All five proposals were defeated.

Measure A, the Kiernan/Carver Corridor

The Measure A ballot question was, "Should the Modesto City Council provide sewer service, after annexation, to that area of the Modesto Urban Area General Plan known as the "Kiernan Avenue Corridor Comprehensive Planning Districts, including the Kiernan/Carver North Comprehensive Planning District, a portion of the Kiernan/Carver Comprehensive Planning District and a portion of the Salida Comprehensive Planning District" (all areas combined consisting of approximately 1,310 gross acres)?"

  • Yes: 8,015 (39.8%)
  • No: 12,121 (60.2%) Defeated

Measure B, College West

The Measure B ballot question was, "Should the Modesto City Counsel provide sewer service, after annexation, to that area of the Modesto Urban Area General Plan known as the "College West Comprehensive Planning District" (consisting of approximately 230 gross acres)?

  • Yes: 7,034 (35.13%)
  • No: 12,991 (64.87%) Defeated

Measure C, 130 acres, Hetch/Hetchy

The Measure C ballot question was, "Should the Modesto City Council provide sewer service, after annexation, to that area of the Modesto Urban Area General Plan known as the "130-Acre Regional Commercial Portion of the Hetch-Hetchy Comprehensive Planning District"(approximate gross acreage)?"

  • Yes: 7,625 (38.24%)
  • No: 12,315 (61.76%) Defeated

Measure D, Roselle/Claribel

The Measure D ballot question was, "Should the Modesto City Council provide sewer service, after annexation, to that area of the Modesto Urban Area General Plan known as the "Northwest Portion of the Roselle/Claribel Comprehensive Planning District" (consisting of approximately 480 gross acres?"

  • Yes: 7,225 (36.14%)
  • No: 12,766 (63.86%) Defeated

Measure E, 830 acres, Hetch/Hetchy

The Measure E ballot question was, "Should the Modesto City COuncil provide sewer service, after annexation, to that area of the Modesto Urban Area General Plan known as the "830-acre Village Residential Portion of the Hetch-Hetchy Comprehensive Planning District"(approximate gross acreage)?"

  • Yes: 6,000 (30.09%)
  • No: 13,942 (69.91%) Defeated
