The Montana Homicide of Unborn Children Measure did not make the November 4, 2014 general election ballot in the state of Montana as a legislatively-referred state statute. The measure would have added "unborn child" to list of homicide offenses. The measure also would have defined "unborn child" as a human who is conceived but not born. The measure would not have criminalized abortion, however, because it exempted medical procedures.[1]

Path to the ballot

A simple majority is required in both chambers to pass a legislatively-referred state statute onto the ballot.
