This measure sought to add to the current county sales tax by a rate of $1 per $100 of taxable goods purchased. The money from this tax addition would have gone towards funding facility improvement projects in the county, mostly in the Jacksonville school district area. School officials noted the need to improve school facilities in order to maintain a high level of learning for students and to stay competitive.[2] If the measure had been approved, the schools would have also received state aid for the projects. Some residents noted that the district's lack of a clear plan for the proposed projects makes approving it more difficult, school officials countered that it was hard to derive a plan of construction when they were not even sure the money would be there to begin with.[3]
