This measure sought to add to the current disabilities board levy by a rate of $.125 per $100 of assessed property value for a further five years in order to continue to pay for operational and program costs of the board in the county.[2]

The question on the ballot:

An additional tax for the benefit of Morrow County for the purpose of OPERATION OF PROGRAMS AND OTHER SERVICES TO MEET THE NEEDS OF COUNTY RESIDENTS WHO ARE INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES at a rate not exceeding one and onequarter (1.25) mills for each one dollar of valuation, which amounts to twelve and one-half cents ($0.125) for each one hundred dollars of valuation, for five (5) years, commencing in 2012, first due in calendar year 2013.[3]
