Cities, counties and public school districts throughout California have to make a final decision by January 7, 2011 if they want to refer a local ballot measure to the March 8, 2011 ballot.[1]

The March ballot in the last odd-numbered year, March 3, 2009, featured local ballot measures in seven counties, most notably in the City of Los Angeles where there was a hard-fought contest over Proposition B (the "Solar Panels" measure).

The Los Angeles City Council is again striving to be King of the Hill when it comes to interesting March ballot measures, with a pension reform measure, a tax on medical marijuana, a tax on oil and gas extraction, and several proposed measures that would influence governance at the City's controversial Department of Water and Power (DWP) which, perhaps not coincidentally, was also at the center of debates over 2009's Proposition B.
