Garland's professional experiences include advocate for American Optometric Association; director of government affairs for American Physical Therapy Association; chief executive officer of Ohio Physical Therapy Association; clinical assistant professor for health policy at The Ohio State University School of Allied Medical Professions; and legislative assistant.
Garland earned her BA in history and government from Ohio University and JD from George Mason University. She and her husband, Roy, have two children.[1]
