Biography
Skinner's professional experience includes serving on the Berkeley City Council from 1984-1992. She is the founder of Cities for Climate Protection, member of the Community Conservation Centers Incorporated Board, David Brower Center Board, and founder of the International Council for Local Environmental Initiatives--Local Governments for Sustainability.[1]

Political Courage test
Skinner provided answers to the California State Legislative Election 2008 Political Courage Test. The test provides voters with how a candidate would vote on the issues if elected. When asked her legislative priorities she replied:
- "Preventing education funding cuts and keeping our young people out of the juvenile justice system. Ensuring educational opportunity and education that is meaningful to all students is essential."
- "Universal, single-payer health care, current system is wasteful and leaves millions of Californians without health coverage."
- "Environmental protection. We need a tax on carbon emissions, and stricter regulation and enforcement mechanisms on polluters. A green economy for the 21st century will create high-paying jobs and ways to utilize renewable resources, creating a sustainable livelihood for us all."[2]
Legislative scorecard
Capitol Weekly, California's major weekly periodical covering the state legislature, publishes an annual legislative scorecard to pin down the political or ideological leanings of every member of the legislature based on how they voted on an assortment of bills in the most recent legislative session. The 2009 scores were based on votes on 19 bills, but did not include how legislators voted on the Proposition 1A (2009). On the scorecard, "100" is a perfect liberal score and "0" is a perfect conservative score. [3],[4]
On the 2009 Capitol Weekly legislative scorecard, Skinner ranked as a 100, along with eight other Democratic members of the state assembly.[5]
Elections
2012
Skinner won re-election in the 2012 election for California State Assembly District 15. She was displaced from her current district by redistricting. She ran unopposed in the primary on June 5, 2012, and won election unopposed in the general election on November 6, 2012, as well.[6][7]
2010
Skinner won re-election to the 14th District Seat in 2010. She had no opposition in the June 8 primary. She defeated Republican Ryan Hatcher in the November 2 general election.[8]
