McFadden attended Baltimore City College. He then received his AB in Geography & History Education from Morgan State University in 1968. He went on to receive his MS in History & Social Sciences in 1972.
McFadden was a Teacher for Dunbar High School from 1968 to 1975. He then worked as the Head of the Social Sciences Department at Lombard Junior High School from 1975 to 1982. He was also the Principal of the Dunbar Adult Evening School from 1979 to 1982. From 1985 to 1988 he was Coordinator of Community Affairs at Sojourner-Douglass College. He then worked as Coordinator of Educational Opportunity Program at Lake Clifton and Eastern Senior High School in Baltimore from 1988 to 1994. McFadden was Work-Based Learning Manager for Baltimore City Public Schools from 1997 to 1998. He has been a Teacher for the Baltimore City Public Schools since 1968. He has also worked as Facilitator for the Lake Clifton/Eastern Senior High School from 1998 to the present.
McFadden served on the Baltimore City Council, 2nd District, from 1982 to 1987. He then joined the Maryland State Senate in 1994 and has served in that position since. From 2003 to 2007, he served as Senate Majority Leader. He has been Senate President Pro Tempore since 2007.
