Wightman stated that Nebraska contains one-third of all counties in America with populations of less than 1,000. However, according to Wightman: “Consolidation of services could come a lot quicker than consolidation of counties."
Path to the ballot
If the measure was categorized as a legislatively-referred constitutional amendment, 60% of the members of the Nebraska State Legislature must have votedfor it to be placed on the ballot. Nebraska is one of nine states that allows a referred amendment to go on the ballot after a 60% supermajority vote in one session.
