Nebraska State Lottery System Establishment, Measure 404 (1990)
The Nebraska State Lottery System Establishment Amendment, also known as Initiative Measure 404, was an initiated constitutional amendment on the November 6, 1990 election ballot in Nebraska, where it was defeated.

Text of measure
- Shall the Nebraska constitution be amended to provide for a Nebraska State Lottery System where, through 1995, certain non profit organizations could conduct mechanical, electronic or video lotteries under supervision of a Veterans Lottery Control Council appointed by the Governor with approval by the Legislature, and where the state would receive fees for the use of lottery equipment by vendors to be deposited in a Nebraska State Lottery System Fund, and allocated no more than ten per cent to pay administrative expenses, twenty five percent to the Nebraska State Veterans Aid Fund, and the remainder to property tax relief?
