Public Question 3 amended the "Water Supply Bond Act of 1989" to authorize the Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust to use bonds issued under the 1989 act to provide loans or loan guarantees to local governments to plan, design and construct water supply facilities.
