New Mexico Amendment 4 changed the constitutional amendment process in New Mexico to allow an independent commission to submit amendments to the legislature for its consideration. It also changed the state's constitutional convention process. It was on the November 5, 1996 election ballot in New Mexico, where it passed.

Amendment 4 was a legislatively-referred constitutional amendment amending the New Mexico Constitution. It was one of seven such measures on the 1996 ballot in the state. All of them passed.
