Primary: New York is one of 12 states to use a strictly closed primary process, in which the selection of a party's candidates in an election is limited to registered party members.[1][2][3]

Voter registration: To vote in the federal primary, voters had to register by May 30, 2014. To vote in the state primary, voters must register by August 15, 2014.[4]

Incumbent: Heading into the election the incumbent is Eliot Engel (D), who was first elected in 1988.

New York's 16th Congressional District is located in the southeastern portion of the state and includes parts of New York City.[5]

On November 6, 2012, Eliot Engel (D) won re-election to the United States House. He ran in the 16th District due to redistricting in 2011. He defeated Joseph McLaughlin in the general election.
