The North Dakota Board of Higher Education Initiative was on the June 28, 1938 ballot in North Dakota as an initiated constitutional amendment, where it was approved.[1] The measure created a state Board of Higher Education to replace the Board of Administration as administrator of institutions of higher learning.[2]
