The North Dakota Board of Higher Education Referendum, also known as Measure 2, was on the November 8, 1994 ballot in North Dakota as a legislatively-referred constitutional amendment, where it was approved.[1] The measure provided for the gubernatorial appointment of a student member to the state board of higher education. It also provided that the new member's term begin on July 1,1995.[2]
